The RISE has an important role in developing community values and vibrancy in Maylands and the surrounding area. The facility provides a vital link to the commercial and economic activities of the Maylands Town Centre by providing a strong social, cultural, recreational and civic hub that is welcoming and accessible to all community members.

The City engaged Holton Connor Architects and Planners to prepare the design concept plan for The RISE facility. The concept was further developed, detailed and documented by the appointed builder's Pindan Pty Ltd and their architects, the Buchan Group. The design has been developed in close liaison with the City's Elected Members, staff and key stakeholders.

The RISE has delivered the Council’s vision by meeting and in many cases exceeding design objectives and expectations. This has resulted in creating a unique, iconic landmark, community facility, with strong architectural elements to enhance the atmosphere of the town centre. The RISE complements the historic architecture within the precinct, while also providing a contemporary state of the art design, ensuring flexibility, maximum use and safety.

The spacious building with its four iconic towers and amphitheatre entrance; strong bold design features; abundant use of natural lighting; sweeping formal staircase and balconies; and high quality finish creates a "wow" factor that emphasises its community and civic importance.

Specific attention has been given to the link between uses within the building, as well as the pedestrian and vehicle connections to and through the site.

The City was keen to demonstrate its commitment to environmental sustainability and has incorporated an additional $700,000 of environmentally sustainable design elements into The RISE
