City appoints new Chief Executive Officer

Posted on March 29, 2017

City of Bayswater Council confirmed the appointment of its new Chief Executive Officer, Mr Andrew Brien, at its meeting held on Tuesday, 28 March 2017.
Mr Brien is currently the CEO of the City of Bunbury and has over 25 years' experience in local government in both Queensland and Western Australia, including three years as Chief Executive of Fraser Coast Regional Council.

City of Bayswater Mayor Barry McKenna said Mr Brien was a stand-out candidate in a very strong field of high quality applicants.
"Andrew has an established track record in change management, efficiency and process improvements, local government reform, and successfully leading complex organisations that perform at a high level.

"As a Council we are excited by the appointment and we're looking forward to working with Andrew to achieve some great things for our community."
Mr Brien's package is valued at around $320,000 and he is expected to take up his new position with the City of Bayswater mid-2017.

In addition to his 25 years' experience in local government, Mr Brien is a graduate of the Australian Institute of Company Directors, a qualified QA auditor, a member of Local Government Managers Australia, a member of the Institute of Public Administration Australia and holder of a Diploma of Local Government (Administration and Governance).

Mayor McKenna said Council had received applications from around 40 highly qualified candidates.
"In Andrew we believe we have found someone for the future; a CEO who will guide the administration in a way that will significantly enhance our service delivery and organisational performance."

The City's Director of Finance and Corporate Services, Carissa Bywater, will continue in the role of Acting CEO until Mr Brien takes up his position later this year.

"I want to acknowledge the great job that Carissa has done in providing stewardship while the recruitment process has been underway," Mayor McKenna said.
"A believer in transformational leadership, Carissa has kept the administration on track and introduced a range of measures aimed at enhancing the organisation as it moves forward."

Mr Brien replaces former CEO Francesca Lefante whose contract was not renewed and left the City of Bayswater in September 2016.
