3 - How is the Scheme Heritage List within the Town Planning Scheme prepared?

The Municipal Inventory introduces a classification system to rank the heritage value of all the listed properties. This classification system is used as the basis for selecting properties to be included within the Heritage List of a Town Planning Scheme. Generally, those places included on the Heritage List have a high level of cultural heritage significance.

The classification system is briefly detailed below:

Classification 1
These sites have exceptional significance and are important at a local, state or regional level. These places are included on the State Register of Heritage Places or are significant sites owned by the City of Bayswater.

Classification 2
Sites have considerable local importance and will generally include public or community buildings, commercial buildings and residential dwellings of exceptional significance. Demolition of these places would generally not be supported.

Classification 3
Sites have heritage significance, though it is likely that these places will or have experienced development pressure. Owners of properties are encouraged to retain and conserve their property wherever possible, although demolition would be supported where there is limited opportunity to retain the existing buildings.

Classification 4
These sites have some importance, however they are not essential and their retention is not considered to be necessary. These places are included on the Municipal Inventory for historical recording purposes.

Classification 5
These sites do not have built features and includes parkland or environmental areas of significance. They also include sites which may have been demolished.
Properties with a Classification 1, 2 or 3 are included on the City’s Heritage List.
