The City of Bayswater has lodged a submission on local government reform that reflects recommendations of a 2006 report prepared by the Local Government Advisory Board. That report proposed amalgamating the Town of Bassendean with the City of Bayswater and reviewing the boundaries with the Cities of Stirling and Swan.
Earlier this year, the Local Government Minister put in place a reform process to reduce the number of local governments in Western Australia. Councils were given until the end of September to put forward their submissions on how to achieve this.
The City of Bayswater’s submission to the Minister recommends amalgamation with the Town of Bassendean and moving the eastern, western and northern boundaries with the Cities of Swan and Stirling.
The result will create a larger, more effective and sustainable local government authority that will serve a population of around 134,000.
It is noted that the Minister said he wants to see fewer, larger councils better able to partner with the State and Federal Governments and the Citys submission, is considered to address this.
The City of Bayswater’s submission is in line with the 2006 report presented to the then Local Government Minister by the Local Government Advisory Board.
That report said there would be benefits from an amalgamation with the Town of Bassendean. The report recommended that the western boundary with the City of Stirling and the eastern boundary with the City of Swan should be reviewed to create a larger City of Bayswater.
Key proposals put forward as part of the City’s submission include:
• Amalgamating the Town of Bassendean with the City of Bayswater • Moving the City’s western boundary to Alexander Drive – transferring from the City of Stirling the suburb of Inglewood and parts of Mount Lawley, Menora, Yokine and Dianella • Moving the City’s northern boundary to Hepburn Avenue and Marshall Road – transferring from the City of Swan the suburbs of Ballajura, Malaga, Beechboro, Kiara, Lockridge and part of Noranda • Moving the eastern boundary to Lord Street – transferring from the City of Swan the suburb of Lockridge and parts of West Swan and Caversham • The number of councillors to remain at 11 • The Minister to consider increasing the number of councillors to a maximum of 15 for local governments with a population over 100,000
