Integrated Planning and Reporting Framework

Local governments are required to adopt as part of the Integrated Planning and Reporting Framework:

  • Strategic Community Plan (SCP) – 10-year plan, which is our guiding strategy that is informed by community aspirations for the future.
  • Corporate Business Plan (CBP) – 4-year plan, which details the resources and priorities required to implement the first four years of the SCP.

The Framework provides local governments with a guide for translating community priorities and aspirations into operational objectives. The plans developed as part of the Framework detail how we plan to deliver the objectives and report on our progress. The CBP is a key part of the City’s Integrated Planning and Reporting Framework.

Integrated Planning and Reporting places a realistic, integrated and accountable system of longer-term strategic planning and management, to enable local governments to deliver their strategic and organisational objectives.

On 1 July 2025, Council adopted the City of Bayswater Council Plan 2025 - 2035, comprising the Strategic Community Plan 2025 – 2035 and the Corporate Business Plan 2025/26 - 2028/29.

Strategic Community Plan

The Strategic Community Plan (SCP) is the City’s guiding strategic document and sets out our vision for the future and will guide our actions over the next 10 years. It reflects the values and priorities of you, our community, and ensures our decisions and actions align with your aspirations for our City. 

Our Vision of the City of Bayswater in 2035: Growing a connected, innovative, sustainable City.

This SCP will deliver on the vision articulated by you, the community, under five key result areas: Social, Built, Natural, Economic, and Leadership and Governance.

Corporate Business Plan

 The Corporate Business Plan (CBP) sets out the services, projects and programs the City will deliver, across four years, to address the SCP vision, outcomes and objectives, aligned to resourcing and performance reporting. The Corporate Business 2025/26 – 2028/29 commences on page 41 of the Council Plan.

Service Plans

The City of Bayswater has 31 services. Service Plans detail the principal activities that will be undertaken by council to perform its functions and deliver on the community’s priorities outlined in the Community Strategic Plan. Service Plans operationalise the CBP with each service having a unique role related to delivery in line with the City’s strategic direction.
