The City of Bayswater congratulates former Mayor and Councillor Dan Bull on his election as the WA Labor Member for Maylands.

Mr Bull was first elected to Bayswater Council in October 2015. In 2017, Mr Bull was elected as Mayor, serving a four-year term until 2021, before continuing as a West Ward Councillor.

During this time, Mr Bull was instrumental in the introduction of participatory budgeting, which gave the community direct input into the City’s entire operating budget.

He also led Council through the COVID-19 pandemic, helping keep community and staff safe, and supporting the local economy though the adoption of a $5.09 million stimulus package.

He was a passionate advocate for the revitalisation of community recreational facilities during his term on Council, including the delivery of Maylands Waterland.

“On behalf of Council, I would like to congratulate former Mayor and Councillor Dan Bull on his new role and thank him for the many years of service he has dedicated to the local community,” said Mayor Filomena Piffaretti.

As Mr Bull has now resigned from his position on Council, this creates an extraordinary vacancy in the City of Bayswater West Ward.

Under the Local Government Act 1995, Council will now determine whether or not it wishes to hold an extraordinary election within the next four months for the remaining term of this office, or seek the approval of the Electoral Commissioner to postpone the extraordinary election to allow it to be held at the same time as the 2025 Local Government Ordinary Elections in October.

A report on this matter will be considered at the March Ordinary Council Meeting.

The City also congratulates former Councillor Lorna Clarke, who was elected as the Member for Butler.

Ms Clarke was first elected to Bayswater Council in October 2017 and resigned in December 2024.

Council is currently seeking approval from the Electoral Commissioner to hold this position as vacant until the 2025 Local Government Ordinary Elections in October.

Under the local government reform, Council resolved in January 2023 to make changes to its ward representation over two election cycles.

In October 2023, Council reduced its Councillor numbers from 11 to 10, and in 2025 it will reduce its numbers from 10 to 8 Councillors by removing one position from the North Ward and one position from the West Ward.
