The State Government has announced the construction of an early learning centre on a portion of Crown Reserve located at 165 Grand Promenade in Bedford.
The State Government has announced the construction of an early learning centre (kindy and pre-primary) on a portion of Crown Reserve located at 165 Grand Promenade in Bedford.
Grand Promenade Reserve in Bedford is owned by the State Government and maintained by the City of Bayswater as public open space under a management order. The State Government first advised Council of its intention to construct an early learning centre on the site in August 2024.
On Tuesday 14 April 2026, Council accepted $1 million in funding towards local area improvements as part of the State Government’s plan to construct a new Inglewood Primary School Early Learning Centre on a portion of Grand Promenade Reserve currently managed by the City.
At its meeting, Council requested a dedicated reserve be created with funds to be spent on improvements in or surrounding Grand Promenade Reserve, in addition to open space or infrastructure improvements resulting from the State Government project.
As the landowner, the Department of Education will notify directly affected property owners and reserve-based clubs, and hold briefings with community organisations regarding the project.
