What is website accessibility?

Web accessibility is the practice of designing and developing websites so that people with disabilities can effectively perceive, understand, navigate, and interact with them. It ensures digital inclusion for individuals with visual, auditory, motor, speech, and cognitive disabilities.

Digital accessibility removes barriers, allowing everyone to participate equally in the digital world. It is also an everyday necessity for a much wider audience, benefitting aging populations, people from culturally and linguistically diverse backgrounds, people with low English literacy, and people with temporary or situational limitations such as injury hindering the use of limbs.

In Australia, Web Content Accessibility Guidelines (WCAG) 2.2 Level AA is the formally recognised baseline for digital accessibility compliance. Driven by the Disability Discrimination Act 1992, organisations must ensure their digital products do not discrimination against people with disabilities.

The City's Access and Inclusion Plan 2025-2030, Inclusive Bayswater, includes strategies and actions to improve digital accessibility for community members and City employees. Read the Access and Inclusion Plan below.

Interpreting and translating services

Interpreting and translating services are available for non-English speaking residents. This service is free for residents and ratepayers who do not speak English when accessing the City's services.

City of Bayswater residents have the right to access programs and services provided by the City equitably, regardless of their cultural, linguistic or religious backgrounds.

Auslan Interpreting

Currently in Australia, free Auslan interpreting services are available primarily through state and federal government programs, emergency services, and direct accessibility provisions through programs such as NDIS. The City of Bayswater cannot provide free Auslan interpreting services.

For Deaf Australians without an NDIS plan who are 65 years and older (over 50 for Aboriginal and/or Torres Strait Islander peoples), the National Sign Language Program (NSLP) on behalf of the Australian Government is available. The NSLP includes free interpreting for interaction with medical, social and professional settings.

For Deaf Australians with an NDIS plan, Auslan interpreters can be booked with a preferred supplier such as Deaf Connect or Expression Australia. Convo provides Australia’s first dedicated on-demand Video Interpreting Service (VIS) that provides Auslan users access to qualified Auslan interpreters through video calls with no booking required.

Translating and Interpreter Service 

The Translating and Interpreting Service (TIS National) delivers a free interpreting service for non-English speaking residents when accessing the City’s services.

You can access immediate phone interpreting via TIS. The service provides language interpreting in 160 languages for government agencies, not-for-profit organisations and businesses.

What we’re doing to improve accessibility

Our accessibility journey is continuing. We regularly review our website and its content to identify and fix known issues. We can do this by running a check of our website with the Recite Me Accessibility Checker which is an automatic web accessibility assessment tool.
