Planning a Community Event
If you are considering planning a community event within the City of Bayswater, we are here to help, support and guide you through the City’s event application process. Applications are necessary. As the event organiser, you are required to comply with the WA guidelines for concerts, events and organised gatherings, and the Health (Miscellaneous Provisions) Act 1911.
To help get you started, please read the below information and event guidelines.
The City of Bayswater has a three-level event approval process. Please read the following information.
The three levels of events are:
Low-Risk Events | Moderate-Risk Events | Full/High-Risk Events |

Major events or high-risk applicationsmay require Council approval, e.g. if a donation from Council is requested or when planning approval is required. Council approval is also required when your event does not comply with noise regulations or when 5,000 people or more are attending. It is therefore essential to submit your application at least 90 daysprior to the event date to be considered by Council.
If you plan to hold your event at a City of Bayswater venue or reserve, you must check availability of the venue with recreation@bayswater.wa.gov.au before completing the Event Application Form.
If you are hosting a private event or function, you must register the event with WA Police.

Bardon Park, Maylands

Once you have decided on your event venue, contact the City to make a venue booking. You can do this by completing the form below and returning it to mail@bayswater.wa.gov.au. If you have any further questions regarding the venue, please call the City’s Booking Officer on 9272 0622.

Once you have completed the venue booking form, a City officer will contact you via email regarding venue hire fees and bonds.
Event Application
If your event is considered moderate or high risk, you will need to complete the Event Application form below and return it to: mail@bayswater.wa.gov.au. Please note the timeframes on this application form.
After lodging the Event Application form and other accompanying forms (if applicable), the City will determine if any further information is required; for instance, a noise management plan or risk management plan. If this is the case, you will be contacted via email to supply further supporting documents.
It is recommended that you do not start promoting your event until it has been approved by the City of Bayswater.

Protests, marches and rallies in the City of Bayswater
The Protest, Marches and Rallies Notification Form is for anyone wanting to hold a public assembly in the public realm, such as a rally, demonstration or protest.
The City does not issue permits for these public assemblies; however, notification must be sent to the City so that we can plan for potential impacts to other activities and notify affected properties and services in the area.
You will need to seek approval from the Western Australian Police Force (WAPOL) in accordance with Section 7 of the Public Order in Streets Act 1984.
The Public Meeting and/or Procession Form can be downloaded at www.police.wa.gov.au. This document will need to be lodged with the nearest local police station, Bayswater District Police Station, 73-77 Whatley Crescent, Bayswater.
