Corporate Plans and Strategies

The Strategic Planning Framework requires local authorities to engage with their community and establish a vision that will frame priorities and objectives into the future.

Council has undertaken a major review of the Strategic Community Plan and subsequent plans in accordance with S5.56 (1) of the Local Government Act 1995 and regulation 19C(4) of the Local Government (Administration) Regulations 1996.

At its Ordinary Meeting on 25 May 2021, Council resolved to adopt the Strategic Community Plan 2021-2031.

The purpose of the Strategic Community Plan is to link the community's aspirations with Council's vision and long term strategy.

Corporate Business Plan

Council adopted the Corporate Business Plan 2023/24 - 2026/27 at a special Council Meeting on 21 June 2023.

The Corporate Business Plan activates the Strategic Community Plan by prioritising, resourcing and implementing the community's short, medium and long-term aspirations.

Long Term Financial Plan

At its Ordinary Meeting on 25 July 2017, Council resolved to adopt the Long Term Financial Plan 2017-2027.

The Long Term Financial Plan is based on expenditure projections relating to asset maintenance, replacement, upgrades, renewal and disposals obtained by the City’s Asset Management Plans for critical asset classes. Council's Long Term Financial Plan also contains a set of long-range financial projections and assumptions designed to show the financial impacts of preserving levels of services, with the underlying objective to map the financial sustainability of the City of Bayswater.

Workforce Plan

At its Ordinary Meeting on 25 July 2017, Council resolved to adopt the Workforce Plan 2017-2027.

The Workforce Plan considers the City's organisational structure, workforce profile and provides the framework to align the City's workforce with the programmes and projects identified in the Corporate Business Plan and Long Term Financial Plan.

Asset Management Plans

The City’s Executive Leadership Team endorsed five asset management plans on 19 June 2023. A summary of these plans were presented to Council at a briefing session on 11 July 2023.

The purpose of an asset management plan is to assist the City in managing its infrastructure and other assets to an agreed level of service, and to ensure this is sustainable into the future. It is a plan for the appropriate acquisition, upgrade, maintenance, renewal, and disposal of assets, that balances aspirations with affordability.
