The City of Bayswater Cultural Plan provides a framework to guide the planning and provision of arts and culture projects, programs, services and facilities in the City of Bayswater, and clarify the City's role. The Plan relates to the three main elements of cultural arts: visual arts, literature and performing arts.
The Plan will guide the future direction and highlight priorities for grant funding, partnerships and investment of cultural development within the City, aligned with other City plans and key strategies.

The State Government has released the first ever Cultural Infrastructure Framework for WA, outlining a roadmap for holistic cultural infrastructure planning and investment for all stakeholders – including local governments.
The WA Cultural Infrastructure Framework 2030+ details the principles for how cultural infrastructure can drive participation in arts, culture and creative activities for all Western Australians, and showcase the State to the world.

Basket Weaving Workshops - 10 November 2020
To celebrate NAIDOC Week, the City hosted Noongar basket weaving workshops, run by Noongar woman, Pearl Chaloupka. Workshops for the community were held at the City's libraries run and separate workshops were also held at the City's two community centres for older adults.
West Australian Ballet Open Day - 5 December 2020
The City partnered with the West Australian Ballet to provide residents with the opportunity to try free ballet classes.
Catering to residents aged 16 and over, the Open House facilitated sessions on ballet basics, beginners' ballet and ballet conditioning, led by esteemed teaching artists at the West Australian Ballet Centre.
Spirit of Happiness - 18 December 2020
In partnership with Somedae Pictures, the City hosted two free community screenings of ‘Spirit of Happiness’, a 12- minute film ‘…that captures the life of Coral, a young indigenous girl, through memory of family and simpler times. A visual and spiritual journey of her life through celebrations of Christmas.’
The movie is based on the life of (Coral) Suzanne Dickerson, a child of the stolen generation.
Suzanne attended the event at the Civic Centre with her son, Seth Armstrong, the writer of the film. Suzanne is an advocate for Relationships Australia and talked about her troubled childhood and how she still finds happiness after everything she has been through. The two sessions began with ‘Making Beautiful Indigenous Make-Up tutorials’, followed by screenings of the film.
West Australian Ballet Open Friday - 15 January 2021
The only event of its kind in WA, the West Australian Ballet and the City invited community members to witness the athleticism and supreme conditioning of the dancers as they took their morning classes in the intimate setting of the West Australian Ballet Centre.
